On July 12, 2026, the European Commission published Regulation (EU) 2026/1389, amending REACH Annex XVII to impose strict limits on cyclic siloxanes (D4 and D5) in condensation silicone products. The rule requires all RTV-1/RTV-2 condensation silicone sealants, potting compounds, and mold-making rubbers to contain less than 0.1% combined D4+D5 by weight, down from the previous 0.5% limit. Non-compliant products will be detained at EU ports and returned to exporters at their cost.
Major Chinese and European silicone producers are rushing to launch zero-D4 low-volatile condensation silicone lines, switching from traditional acetoxy/oxime-cure systems to neutral alkoxy-cure formulations with advanced purification processes. This shift is expected to raise production costs by 15–20% but will secure long-term EU market access for compliant brands. Industry analysts note that this regulation will accelerate the phase-out of high-volatile condensation silicone formulations globally, as non-EU markets like North America and Southeast Asia are likely to adopt similar standards to align with EU trade requirements.
